If you want to send texts, make calls, or use Voice AI inside HighLevel, you’ll first need to set up a phone number. This isn’t just a matter of clicking “buy” — there are a couple of compliance steps you need to complete first. In this guide, I’ll walk you through the process step by step.
Step 1: Create an Address Bundle
Before you can buy a number, HighLevel requires you to set up an Address Bundle.
Go to your HighLevel Agency view.
Navigate to Phone Numbers → Regulatory Bundles → Address Bundle.
Add your details. For individuals, this means your personal address. For businesses, use your official trading address.
💡 Why this matters: Telecom providers need to know there’s a real person or business behind the number. It ties your phone number to a verified address and prevents misuse.
Step 2: Create a Regulatory Bundle
Once your address is added, you’ll also need to create a Regulatory Bundle.
From the same section, select Regulatory Bundle.
Upload the required ID or business documents.
Individuals: a government-issued ID (passport, driver’s licence, etc.).
Businesses: company registration details, utility bills, or other official documents.
💡 Why this matters: Different countries have strict telecom regulations. The regulatory bundle proves you’re authorised to use the number, which protects you (and your clients) from spam or fraudulent usage.
Step 3: Purchase a Phone Number
When both bundles are approved, you can now buy your number.
Go to Phone Numbers → Buy Number.
Choose your country and preferred area code.
Select a number and assign it to your account.
You can buy one number or several, depending on how you plan to use HighLevel.

Send or receive SMS/MMS messages.
